Notice is hereby given that the Southern Mississippi Planning and Development District (SMPDD) is soliciting Statements of Qualifications (SOQs) from organizations licensed to do business in the State of Mississippi to provide engineering services, for the Mississippi Coastal Map Revision Project, as more thoroughly described in the Request for Qualifications (RFQ), in relation to a Physical Map Revision Update and the supporting studies within the coastal areas of Hancock, Harrison and Jackson Counties, that is funded through the Mississippi Department of Marine Resources and was appropriated in 2016 through Mississippi Legislative House Bill 1657.
Sealed SOQs will be received until 2:00 P.M. CST on Thursday, November 30, 2017, at the SMPDD office located at 9229 Highway 49, Gulfport, MS 39503. Questions related to the SOQ must be submitted no later than 2:00 P.M. CST on Friday October 27, 2017. All questions along with the SMPDD response, and any addenda will be posted to the SMPDD Coastal Map website which is located at www.smpdd.com/coastalmap no later than November 10, 2017.
The original and five (5) copies of the SOQ and all attachments shall be signed and submitted, along with a digital copy in PDF format on a CD-ROM or USB flash drive, in a sealed envelope or package to:

To obtain a copy of the RFQ, supporting documentation, and to register as a plan holder, all interested parties must register with the Southern Mississippi Planning and Development District via email sent to email@example.com. Please include a single point of contact with physical address of the primary firm, phone number, and email address. This will ensure receipt of supporting documents that will include a Scope of Work, Discovery Report, and a Coastal Pre-Scoping Report. In addition, the registered parties will be listed as a plan holder to ensure any addenda to this announcement is provided.
Q 1.) Can you provide a copy of the plan holders list?
A 1.) We are unable to disclose the identities of those firms that have registered as plan holders at this time.
Q 2.) Under Task 1, Coastal Study Consolidated Scoping/Discovery, item B lists “Stakeholder meetings with Federal and State agencies.” Will the study contractor be responsible (and become the main POC) for the stakeholder engagement? Or will SMPDD continue to engage these stakeholders on an as-needed basis?
A 2.) Stakeholder meetings with Federal and State agencies have been completed as part of Discovery and further in Pre-Scoping actions. However, dependent upon certain situations as the result of the Coastal Study, further coordination may be necessary. Based upon further stakeholder involvement, the Study Contractor will present to the SMPDD specific items necessary for coordination. The SMPDD will be the main POC and will coordinate meetings with stakeholders as needed.

Q 5.) On Task 6, page 5 of the RFQ, this task says contractor will provide study support for final adoption, or what FEMA calls the Post Preliminary Process (PPP). Can you elaborate on the level of effort expected for this task? It sounds as if the SMPDD will run all the administrative parts of the PPP – sending letters to communities, notifications of LFD, etc. – and the consultant will just provide technical support. Is that correct?
A 5.) Correct. The SMPDD will provide administrative support for Post Preliminary Processing and will have direct contact with the participating communities (and with FEMA IV and the Mississippi Emergency Management Agency) and will rely on the Study Contractor for technical support.
